66 head eastbound continuing inbound towards the capital beltway and off of northbound i- 95. a nice, easy ride so far leaving springfield continuing out towards 395. lanes are open, overnight construction clearing as you continue to work your way along the beltway continuing eastbound along 66 headed in towards 495. southbound 270 looks great leaving germantown headed for the lane divide. that's a check of your fox 5 on-time traffic. we have more now for drivers out there. beginning today, the fines for speed camera violations will decrease. fines to tickets up to $10 over the limit will go down to $50. for those going more than 15 miles per hour per hour over the limit, they will get a reduced ticket of $100. the fines for anyone going over 25 miles over the limit will be increased to $300. coming up, we'll talk with aaa about reaction to those changes. in the past, they have not been supporters of the speed cameras

so it will be interesting to see what they have to say. >> all right. to politics now. the presidential campaigns are winding down to the last hours and both candidates continue their frenzied schedules in the battleground states. melanie a.m. wick is -- alnwick is in the newsroom with the final push. >> florida, ohio, iowa, new hampshire and yes, virginia getting multiple visits before the last day of campaigning is through. president obama ended in you're ore a colorado cheered by a crowd of 20,000 people. he made stops in florida telling supporters he will need them after the election. a first for mitt romney as he campaigned in traditionally democratic pennsylvania where polls suggest the state is relatively close. romney held events in iowa, ohio and virginia. the race is a squeaker and political analysts believe we night not have a clear winner

tuesday night if it comes down to provisional ballots in ohio that, by law, don't get counted right away. right away. >> unless the president ones overwhelmingly in florida and virginia and doesn't need ohio and also wins in wisconsin and iowa and nevada and new hampshire, if if comes down to ohio, we won't have a winner and we won't even have the votes as you said counted until 10 days from election day. >> reporter: the latest poll numbers out show president obama and mitt romney in a dead heat. a new abc news "washington post" poll has both candidates tied at 48%. obama takes the lead by one point in and nbc news "wall street journal" poll getting the support of 48% of likely voters to romney's 47%. today, president obama holds rallies in wisconsin, ohio and iowa. he will wrap up with with the evening rally in des moines. mitt romney will begin his final day of campaigning in central florida.

he will be in fairfax, virginia this afternoon for a rally at george mason university and he will fin you be up in new hampshire where he secured the republican nomination. >> busy last-minute traveling for those candidates. thank you. nearly a week after sandy pummeled much of the northeast, residents in some of the hardest hit areas are batting cold weather and a new threat from mother nature. fox's rick leventhal is in hoboken, new jersey with more. >> reporter: with difficult recovery efforts continuing in much of the northeast, dropping temperatures now raising new concerns. six days after sandy, many resident still have no power. new york governor andrew cuomo says homes without heat are, quote, uninhabitable. >> we'll have tens of thousands of people who need housing solutions right away. >> reporter: right now, forecasters say a nor'easter could hit the region by wednesday. a fuel shortage is expected to continue for days in northern new jersey. many drivers still waiting in long lines to fill their tanks.

jst north and west under a freeze warning. i'm not sure we're going to get there. we'll get close. but with the cloud cover holding these temperatures up just a little bit north and west, 37 in gaithersburg. we're 39 in manassas. 40 at dulles. 37 in frederick. still plenty chilly and certainly chilly for this time of year. 37 in leonardtown. and 44 in annapolis. very cool start to your day. our highs will top out close to 50 degrees. maybe low 50s for a few of us. a little bit of cloud cover across the northeast and we're getting a little upper level disturbance. that will give us clouds early but i think the clouds will break up quickly and it should be a mostly sunny but cool afternoon. focusing out to the west, this little piece of energy right here out towards st. louis is going to dive down into the -- down towards the gulf of mexico and re-emerge as a coastal nor'easter by about wednesday. we'll be fine until then but i think by late tomorrow, tomorrow night, we'll start to

get some clouds. it will be the big turn here and then up the coast. wednesday, it looks like a wet and windy day across the region, particularly washington points east, could be some gusty winds. unfortunately, right where we don't want it. we'll get hit hard with gusty winds wednesday into thursday. the other piece of this is we have to watch exactly the track of the storm. because if it tracks just far enough out to the west, we could have some precipitation issues. in other words, we could see some frozen stuff out to the west. here is your futurecast. there we are this afternoon. should be a nice afternoon for it. most of tomorrow looks fine but by tomorrow night, at the start to get the clouds. here comes your storm up the coast by wednesday afternoon and wednesday night. that will bring us a period of chilly rain wednesday afternoon and early thursday. 51 today. winds north and west five to 10. early clouds give way to lots of sun. average daytime high should be in the 60s. 35 tonight. another very cold one overnight

several major questions on the ballot in maryland. the post endorses question 4, the dream act. on question 5, whether to approve the new congressional redistricting map in maryland, the post recommends against it. the post editorial board supports question six to allow same-sex marriage. on the big issue. expanded gambling including a casino at national harbor, the post says marylanders should vote for question 7 saying the state can't afford to pass up the projected revenue. the effort to expand gambling in maryland has resulted in a massive tv campaign with dueling ads. question seven on the ballot could lead to casino gambling at national harbor but it now face as a last-minute legal challenge. we have a report.

>> reporter: voters are dizzy trying to sort it all out. should they say yes nor to the controversial referendum. >> i'm going to say yes to question seven. >> we said no to question seven. >> reporter: question seven asks maryland voter ifs they want one more casino in the state, if they want casinos to able to operate table games and if they want more slots terminals, all with the primary goal of raising extra revenue for education. >> ultimately, when you get down to, it it is all about jobs. it is about respect to prince george's county. >> we are both educators. we've learned in the past the money doesn't make it to the classroom and any money that does come in almost feels like blood money to me and a tax on the poor. >> reporter: the truth, post says school spending won't increase and maryland's top financial official agrees. >> i'm opposed to question seven because i can very clearly tell the people of maryland there is no new education money coming from this casino. >> reporter: the cost of saying

yes or no is extremely expensive, an estimate nearly $80 million altogether, way more than the nearly $20 million spent by governor martin o'malley and bob ehrlich in the 2010 gubernatorial race. >> when i think about my public school's budget, that really irks me to hear me that $80 million is spent on marketing and advertising. >> reporter: to complicate matter, former county councilmember filed a lawsuit friday challenging the constitutionality of question seven. he claim the majority of all registered voters would have to approve the measure, not just the majority of those who turn out to vote. maryland delegate michael mcdermott has filed a complaint with the state prosecutor. he alleges that the councilman is going to be paid moppy by gaming interests in west virginia for drumming up opposition to question seven in his voting district. the season started out

in sports, the redskins are riding a three-game losing streak. they fell to the lowly carolina

puppets are. although it sounds like something that is all in good fun, it carried a serious message. >> reporter: the marchers want the federal government to continue funding pbs. john henrehan takes us to the million puppet march. >> reporter: there weren't a million puppets on the streets of washington, d.c. but at least a thousand people, many of them with cloth and furry friends, turned out for what they call the million puppet march. the million puppet march was organized as a response to a debate comment made by republican presidential candidate mitt romney who was expressing concern over mounting federal deficits. >> i like pbs. i love big bird. but i'm not going to keep on spending money to borrow money from china to pay for. >> reporter: many of the puppets were caches featured on public television programs aimed at children. >> look at all these nice

we were told to build a 30-foot stage. gathered the guys and we built that 30-foot stage, not knowing what it was for. just days later, all three shifts were told to assemble in the warehouse.

good news no drivers in d.c. some speed camera tickets will now cost less. mayor convince the gray says fines for traveling between 11 and 15 mimes per hour over the speed limit will decrease from $125 to $100. fines for traveling between one and 10 miles per hour over the limb the will reduce to $50. coming up in our 9:00 hour, we'll talk to aaa about these changes. they have not been supporters of these speed cameras in the past. today, residents on long beach, new york will be allowed back to their homes to check out the damage and grab their belongings. fema says it has approved more than $150 million in aid for those affected by the superstorm. new york officials warn communitiers ever an influx of people using the city's transit system today and more challenges ahead this week. generators will be brought into

-- photos of andre jackson on it. pittsburgh zoo remains closed indefinitely this morning after a two-year-old boy was mauled to death there. the boy fell about 14 feet off a deck into a den where there were 11 african painted dogs on sunday. witnesses immediately told staff members who called police but the animals mauled the boy. the zoo says it is not clear when he died from the fall or the attack. zoo keeps are managed to get 10 of the dogs away from the child. one dog had to be shot. imagine in, opening the door to your storage unity and finding a giant snake that was what happened to one couple in washington state. it turned out to be a 15-foot boa con descrictor caught between furniture and old mattresses and nobody seemed to know how it got there. >> we kind of thought it was someone's playing a prank on us

gas rationing system that appears to be easing wait times and tensions. >> alternate odd and even will help because it cuts 50% of the traffic. that helps a lot. >> the best way to do it. >> effect is getting crazy. the lines were down the highway and stuff. >> reporter: and governor christie has signed an executive order allowing stations to look outside of their brand supplier to gas for the next 10 days. so exxon mobil shops can buy from sunoco and bice versa. >> as the governor mentioned, as power gets turned back on, gasoline will become more available and the line should get short. there is no shortage ever fuel per se. what has happened is the delivery system was interrupted and we really had to rebuild it from scratch over the last few days. >> reporter: an arduous task, one the federal government is also attempting to help with setting up a toll-free hotline to get fuel and generators to gas stations and communities in need.

look, the reason i'm in this race is there are people that are really hurting today in this country. and we face this deficit -- could crush the future generations. and republicans and democrats both love america but we need to have leadership -- leadership in washington that will actually bring people together and get the job done and could not care less if it's a republican or a democrat. i've done it before, i'll do it again. i'm mitt romney, and i approve this message.
